The approaches identified are based on lessons learnt over the years and best practice in implementing HIV/AIDS programmes. These approaches will be applied across all programmes. Some of the approaches have been alluded to in the section above and they have been isolated in this section for clarity. 1. Development and participation in partnerships  SWAK recognises that it cannot succeed in achieving its mission by working in isolation. SWAK will therefore build partnerships with other organisations combating HIV/AIDS at the community and national levels to enhance our capacity, share lessons and experiences and enhance the impact of activities. SWAK will develop three types of partnerships: &#8226; Partnerships with local CBOs especially women groups. SWAK will partner with local CBOs in the implementation of its programmes. Local CBOs have stronger linkages to communities, conduct activities in a cost effective manner and will enable SWAK to reach households affected by HIV/AIDS. Local partnership is also critical for ensuring ownership of SWAK&#8217;s programme activities by the community. &#8226; Partnerships with national organisations: SWAK will work in partnership with other national organisations in the civil society, private and public sectors in policy formulation and development of national issues based guidelines for combating HIV/AIDS. People do not talk about HIV. They are afraid of AIDS and convince themselves that HIV only affects particular groups in society - that it only affects other people. And because moral blame is placed on HIV positive people, communities deny the existence of HIV. People diagnosed with HIV invariably take on the added burden of being judged and stigmatized. They often choose to hide their status for fear of negative repercussions. So they live with a carefully-guarded secret. This hides thre face of AIDS. In line with the GIPA (Greater Involvement of People living with AIDS) principles, SWAK initiated a project in July 2003 for PLWHAs to make a difference in their communities by going public. SWAK has made considerable achievements through implementation of these programmes. A summary of the key achievements of SWAK is outlined below: 1. Family economic empowerment Women&#8217;s vulnerability to HIV/AIDS arises out of a combination of factors which include poverty, unequal access to basic needs and resources. Their economic vulnerability further worsens the situation. Women might be forced to exchange sex for money, favours and even survival. SWAKs Income Generating Activities Credit Programme assists women to integrate income generating activities with HIV/AIDS prevention, care and support. The project has enabled people infected and affected by HIV/AIDS access credit facilities to initiate small-scale businesses. 2. Gender and HIV/AIDS The SWAK Male Initiative aims to foster greater awareness of the relationship between men&#8217;s behaviour and HIV and AIDS, as well as stimulate public debate on the issues of men vis-à-vis the pandemic. The initiative encourages men to adopt safer sex, raises awareness on the social, economic, legal and political obstacles that increase women&#8217;s vulnerability and also targets also policy makers and media personnel. Many use violence or psychological, economic, or social pressure to insist on sex with their partners and on their right to have many sex partners as they please. As a result, even when aware of their own vulnerability, most women have little opportunity to protect themselves from HIV and other sexually transmitted infections (STI&#8217;s). Furthermore, men are placed at risk by masculine values, which discourage them from protecting themselves. Development and participation in partnerships  SWAK recognises that it cannot succeed in achieving its mission by working in isolation. SWAK will therefore build partnerships with other organisations combating HIV/AIDS at the community and national levels to enhance our capacity, share lessons and experiences and enhance the impact of activities. This is achieved through using strategies sensitive to the social and cultural factors determining the gender relations in the target communities. Improvement of the quality of life for people infected and affected by HIV/AIDS  The main important strategies for improving the quality of life of people infected and affected by HIV/AIDS are by protection of their human rights and fighting stigma and discrimination. SWAK does this through: &#8226; Paralegal program where SWAK members have been trained as paralegals to offer linkages between the legal profession, human rights organisations, and the community. &#8226; Ambassadors Of Hope Initiative that involves training of PLWHA on going Public about their HIV status and living positively with HIV/AIDS 3. Mitigation of social impact of HIV/AIDS  HIV/AIDS has profound negative impact on all aspects of the community. The need to develop this strategic plan arose from four aspects: i. Changing character of the HIV/AIDS epidemic The HIV/AIDS epidemic in Kenya has gone full cycle in the prevention, treatment and care and social economic impact continuum. SWAK therefore saw the need to realign its strategies and programmes to effectively address the needs of women and girls along this continuum. SWAK&#8217;s previous strategy was focused on prevention of HIV infection and mitigation of its social impact on women and girls. There was need therefore for SWAK to develop new strategies and strengthen the current ones to effectively address the vulnerability of women HIV/AIDS by incorporating new methodologies and addressing emerging issues. These include human rights, ART services, diagnostic counselling and testing, linkages between HIV and TB, and development of comprehensive care centres among others. ii. Need to update SWAK&#8217;s strategic plan This planning exercise was also driven by the need to update SWAK&#8217;s strategic plan. The previous planning period expired end of April 2005. iii. The growth of SWAK SWAK has grown tremendously over the last five years. SWAK currently has branches in all 8 provinces. This growth is mainly driven by the volunteer members operating the branches and donor funding for its activities. However, internal systems and the governance structure of SWAK have not been configured to match the growth in activities. SWAK was registered in August 1996 as a non-governmental organisation with its National Secretariat based in Nairobi with a mandate to preventing and mitigating the impact of HIV/AIDS among women and girls in Kenya. Founded in 1988, SWAA is a pioneer pan-African non-profit women&#8217;s organisation with its headquarters in Dakar, Senegal and covers thirty-nine national offices throughout Africa. SWAK is one of the thirty nine country chapters. The founders of SWAA believed that African women would ultimately be a major target of HIV/AIDS epidemic as a result of gender inequality, poverty and difficult social and cultural environment in which they live. SWAA seeks to work towards achieving a world free of HIV/AIDS, where women and children are empowered to claim equal rights, access to health care, education and social economic opportunities. Its mission is to advocate on behalf of women, children and families in the fight against HIV/AIDS.
